I feel its a steam related issue, therefore it may be causing this issue. Now restore the backup of Dota 2 in same other drive. Now, download a new copy of steam and install in other drive. Make a backup of Dota 2, then uninstall steam and dota 2 completely. Here is another solution to check and try.

I was a long time Windows user, but ditched it primarily for the open source movement. People suggest using WINE, but the results are far too often less than desirable, even with Phenom II Quad 2.60 GHz CPU, 4GB DDR3 triple-threaded ram, and a GTX 260 NVIDIA GPU. But as for now, Windows is the only wing to this bird.I'm primarily a Linux user and I'm disappointed Steam doesn't exists in that realm, despite the rumours during the Steam for MAC development process (leaked code referencing linux). Download serato for macIt bugs me more because Valve just released their latest project, a mobile app, and are now working on the Steam Big UI. Look at the numbers during the Humble Bundle and you'll come to find Linux users are willing to pay (more) for games, we just don't have a primary means to that end like Windows or MAC users do.
